中国明年下调电动车出口退税,上海产特斯拉出口成本或上升
China Cutting EV Export Tax Rebates Next Year, Potentially Impacting Tesla Model 3 Prices in Canada
China is reducing tax incentives for electric vehicles exported overseas, a move that could increase costs for automakers like BYD and Tesla, and potentially impact Canadian EV prices.
The country’s Ministry of Finance and State Taxation Administration announced Monday that the value-added tax (VAT) rebate on new energy vehicle (NEV) exports drops to 9% from 13% on April 1, 2027.
Passenger EVs and plug-in hybrids are covered, along with electric buses and semi tractors.
The reduction comes as Chinese automakers increasingly turn to international markets, with exports now carrying much of the growth as sales at home soften.
CAAM data shows NEV exports more than doubled through September, up 130% to 4.006 million. September alone accounted for 571,000 exports, up 160%.
The financial impact could be significant. By Deutsche Bank’s math, BYD stands to lose about 5,000 yuan (about C$1,060) in profit on each car it ships abroad.
Other manufacturers, including Geely, Chery, and SAIC, could also face additional cost pressures, and Tesla’s Shanghai-built exports could potentially feel similar effects.
What This Means for Tesla in Canada
Canadian buyers could also be affected. Tesla imports its Model 3 from Giga Shanghai under Canada’s annual 49,000-vehicle Chinese EV import quota, which allows qualifying vehicles to enter at a 6.1% tariff.
Tesla paused orders for the Model 3 Premium in Canada yesterday, citing an exhausted import allocation. Orders are expected to resume in March 2027, when the next quota year begins.
China’s reduced export rebate takes effect just one month later.
While Tesla has not announced any Canadian pricing changes related to the policy, smaller tax refunds could increase the cost of exporting Shanghai-built vehicles, potentially putting pressure on pricing. Alternatively, Tesla could maintain prices, but that would then impact its profit margins.
